Fremont is starting to assess response to tornado

Officials are gleaning what lessons they can from the EF1 tornado that struck Fremont Monday, hoping to be better prepared for future disasters.

"Fremont was very lucky," Mayor Scott Getzschman said. "I want to express my gratitude to the citizens of Fremont; they all chipped in and worked together. This community, based on what it looked like Monday night and Tuesday morning, has come a long way in three or four days. The damage is there, but we're very lucky no one got seriously hurt. This is something we truly can learn from."

He said it's too soon to assess the city's response, but he plans to bring departments together in the coming days for post-incident talks.

"I would assume there will be a lot of suggestions come up before this is closed," he said.

Already being considered are changes to the weather alert siren protocol. The siren was not sounded prior to Monday's tornado.

"I'm being told that up until five minutes of this hitting Fremont we were told it was 70- to 75-mph straight-line winds. That's not the protocol to sound the sirens," Getzschman said.

"Since then there have been conversations and there will be a policy developed fairly quickly," he said.

One possibility, he said, is adopting a protocol similar to Omaha's, sounding sirens when straight-line winds exceed 74 mph.

"When to sound the sirens is a question we haven't narrowed down yet," he said.

"You don't want to be sounding sirens every time there's a thunderstorm warning if it's not warranted because eventually the sirens will mean nothing and they will be going off all the time. That's something we're wrestling through."

Region 5/6 Emergency Manager Bill Pook pointed out that sirens are only part of the weather alert system. Personal responsibility, he said, is key.

Pook recommends people have weather alert radios, pay attention to news sources, and apply common sense when weather is

developing.

"That has concerned us for years upon years," he said. "We have documented cases where people stood outside during storms and said, ‘We don't have to go to the basement because there's no siren,' and those people are dead."

Authorities are also considering what to do about rubber-necking traffic after a major incident. Emergency vehicles and city crews navigated through congested traffic, downed trees and power lines to get into affected neighborhoods.

"That was a challenge for them," Getzschman said.
